Bug Description

On an upgrade from 2.9.28 as reported in Discourse:

unit-ceph-mon-0: 09:36:41 ERROR juju.worker.dependency "uniter" manifold worker returned unexpected
error: failed to initialize uniter for "unit-ceph-mon-0": cannot create relation state tracker: "ceph-mon/0" is not leader of "ceph-mon"

This seems like a case where the unit agent thinks that it is the leader of an application, but the controller disagrees.

I reported this in Discourse and added a post today on how I got out of the situation:

I think there was an out of disk situation for the problematic controller a while ago (months). Maybe this caused the problem, not sure.
