cannot change vpc-id

Bug Description
Hello,
Trying to change the vpc-id for my model I get the following output https:/
1) I have verified the vpc id exists in my region in aws.
2) I have tried other valid vpc ids and get the same error.
3) I get the same error when using a non-valid vpc-id
To reproduce, set the vpc-id model config e.g. juju model-config vpc-id=somestring

I don't believe you can change the vpc after adding the model, but I
believe you can add a model with a new vpc.
