Bug Description
Although one could argue that folks should know already, when we run 'juju upgrade-model' (or upgrade-juju), Juju will select the next minor release, e.g. 2.4.7 to 2.5.8, rather than going direct to the current stable.
It would be really helpful if it could pause at this point, and ask for confirmation before going ahead, in case someone didn't want to go to 2.5.8 (e.g. because of https:/
