[Wishlist] Make [--file / --config] aliases in both [deploy / config] commands

Bug Description
"juju deploy" allows the "--config" argument, followed by a yaml file or a key=value map.
OTOH, "juju config" allows the "--file" argument, followed by a yaml file.
Each YAML file is different, since "juju deploy" expects a bundle and "juju config" expects an application and the config parameters to be changed.
Nevertheless, I'd like to suggest making both arguments aliases in both Juju commands. I think the user would not need to remember which one uses "--file" and which one uses "--config". If backward compatibility is not important, I'd lean to use "--file" in both.
