Bug Description
The provisioner for k8s models requires >= 1 unit to be defined in the juju model when a scale out operation is performed. However, it's possible to scale down to 0 pods/units using kunectl and juju in response will remove all units from state (as it should). However, there's then no way to run juju scale-application to add more units again.
