juju should not check for updates from the charmstore for charms w/o active units

Bug Description
Juju checks for updates to the charms in the model periodically from the Charmstore, however it should not do so if there are no active running units of the charm in the model. In this way we avoid work that doesn't need to take place as there's no units to upgrade.
