juju models fails during upgrade

Bug Description

While trying to figure out how to fix a broken upgrade, I needed the model-uuids to pass to something like "juju-force-upgrade". However, "juju models --uuid" fails with:
ERROR cannot list models: upgrade in progress (upgrade in progress)

That feels like something that we should potentially allow during upgrade (like we do for 'juju status')

I encountered this today when trying to upgrade a 2.4.3 controller to 2.4.4. It is still stuck in the "upgrade in progress" state, hours later. Uploaded diagnostics & logs to https://private-fileshare.canonical.com/~paulgear/lp1732158/
