Bug Description
The `upgrade-juju` command will abort when an agent version is more than one patch point behind the upgrade candidate.
1. If aborted, an error will be printed. It will say which unit is affected but will not say what version it is running. This would be useful to know.
2. If not aborted, either because agents are not running old versions, or they are running old versions but the --ignore-
