Bug Description

Migrating from an older version of Juju (2.2.6) to the current dev version and then migrating again fails with this error:

2017-11-01 13:19:49 ERROR juju.worker.migrationmaster.a48295 worker.go:279 model data transfer failed, model export failed: status for relation 0: status data for r#0 not found (not found)

Change the export to allow relations with no status.
