MAAS Pod support

Bug Description

Now that MAAS has a "Pod" feature such as Intel RSD or libvirt, it would be nice if Juju supports constraints/placement to specify which pod to be used for machine scheduling.

[MAAS cli]
$ maas ubuntu machines allocate pod=pod-localhost

[Juju (at this moment)]
$ juju version

$ juju add-machine --constraints pod=pod-localhost
ERROR unknown constraint "pod"

$ juju add-machine pod=pod-localhost
failed to create 1 machine
ERROR cannot add a new machine: unknown placement directive: pod=pod-localhost

It could be updated to support "pod" in addition to "zone".
