Bug Description
Now that MAAS has a "Pod" feature such as Intel RSD or libvirt, it would be nice if Juju supports constraints/

"unknown placement directive" seems from this part: /github. com/juju/ juju/blob/ master/ provider/ maas/environ. go#L589- L602

It could be updated to support "pod" in addition to "zone".
