Bug Description
To set up Juju with vSphere, you have to set the "host" and "datacenter" model config. We should be using the endpoint from clouds.yaml to be the "host", and possibly the region as datacenter.

Verified that bootstrap initiates with:
clouds:
vsphere:
type: vsphere
endpoint: 10.245.0.131
regions:
dc0: {}
(my attempted bootstrap then failed for other reasons)
