Don't allow a .cer file to be used in Azure

Bug Description

If you mix up your .cer and .pem file in the config for Azure it blows up with a crazy error: https://bugs.launchpad.net/ubuntu/+source/juju-core/+bug/1250007

quickstart should enforce only accepting .pem files for management-certificate-path so people don't shoot themselves in the foot if they mix up their certs.

Sounds like quickstart can assist when editing the environment by providing some help and validation. I'm also linking the bug in core since that will also assist in case the user is using an existing environment config.
