selecting an env to 'use' in interactive mode might require scrolling

If the terminal is small, when you view an environment, say in order to mark it as the one to use, the window can require scrolling before you can get the buttons within the window enough for the back/forth arrows to allow selecting an option.

One consideration might be to investigate if making the buttons always visible makes this a better experience for users.
