Changing (upgrading) a service charm needs status indicator

Bug Description
When changing the version of a services charm it doesn't appear to do anything and then 10-20s later a dialog pops up which says the upgrade has been completed. We need some indication that an upgrade is in progress.

This is a good idea, with the upcoming status changes to juju core I'm wondering if we should hold off on this until that lands so that we're using the proper method of indicating status vs a 'waiting' during upgrade.
