Bug Description
Using Firefox 32.0.3 on Ubuntu 14.04 at a screen resolution of 1366x768 and navigating to https:/
When scrolling in the Summary tab I get a horrible flickering jitter as the charm header gets resized between two values repeatedly.

This is caused by the height difference while the header resizes on scroll at this resolution. The solution could be to expand the contents of the pages by the same amount that the header shrinks to avoid this issue on small screens with small resolutions.
