Bug Description
Luca provided some feedback from user testing that users tried to drop unplaced units in empty machine/container columns, expecting to create new machines/
We could make the empty space (if there is any) a drop target the same as the header for the column.

Assigning to luca as low priority bug. I'm not sure if making that a drop target is a good way to go. I can't help but feel like if users are doing that, we've not done a good enough job getting them to the current 'correct' targets.
