Clicking relation dialogue to open inspector should select relations tab

As a continuation on https://bugs.launchpad.net/juju-gui/+bug/1333376 clicking the service name in the relation dialogue to open the inspector should automatically select the relations tab. This introduces a number of issues which need to be resolved first.

https://bugs.launchpad.net/juju-gui/+bug/1342809 the inspector tabs need to route when clicked.
The charm details breakout needs to be able to be rendered at the same time as any of the tabs get selected.
