"Select all" control looks out-of-place when there is only one unit

Bug Description
On the service inspector, the units section has a heading '1 running units' (sic). Below is the list of units. Before the list is a single checkbox with no explanation.
If there were multiple units, that box is the 'select all' control and kind of makes sense. With just one it looks like a mistake. Maybe adding a title "Select all" would make it look correct in all situations.
