Incomplete Charm data causes artifacting in the GUI

Bug Description
After refreshing with the latest juju-gui c harm deployed, i have a random white blob thats interfearing with interacting with the GUI and preventing the drawer from showing.

It did however go away after i logged out and back in.
It appears to be reproduceable when I refresh the page. The apparent fix is to log out / back in.
Upon further inspection - its isolated to just inspecting the NTP charm. And is correlated to the 'charm' being missing as it's half promulgated.
With this new revelation, I'll update the description.
