while launching a service, the canvas re-centers the deploying charm repeatedly

In a live environment (sandbox is probably too fast to get it to do it) deploy a service. While it's in pending stage move the canvas over. After a second, the canvas will move back and re-center on the pending service. Repeat until the service successfully comes up. Then you can move around the canvas without it trying to move it back to center on you.
