Bug Description

chrome Version 28.0.1500.63 beta, canonistack, pyjuju

sidnei reported after starting a GUI with about 25 services (http://ubuntuone.com/4q8wr0gtdb7Tyu5XDKsYX1) that the spinner appeared, but then the environment graph opened without actually showing any services for about 60 seconds. That is way too long, and the spinner needs to also spin until we actually are showing services in the environment.
