You need to test it when default is juju 1. Juju 1 is not the default on your system:

> 2.0-beta8-xenial-amd64

To make juju-1 the default, you can "apt-get install juju-1-default". You will then get something like this:

$ juju version
1.25.5-xenial-amd64
