Bug Description
My OpenStack cloud doesn't use cinder, because it's not supported with nova-lxd. When I try to destroy the controller I successfully bootstrapped with it, it fails because it can't find the volume service. juju should handle this condition more gracefully since the volume service is not required in OpenStack.
