Bug Description
CI now runs unit tests on utopic (a condition on getting 1.18.4 into Ubuntu)

juju 1.19.3 does not pass. I am attaching the log of errors. Though there are several errors, utopic has hardly diverged from trusty; making knowledge of series the root cause.
I am marking this as a critical failure since it blocks Ubuntu SRUs, but the test itself is -devel because we have not verified if the test and juju are really utopic-ready.

I ran (Blessed:) lp:juju-core/1.18 r2294 (Build #1423) with the utopic test hoping that 1.18 would pass. Sorry, no. it failed. The build shows as passed because we lableled the test as -devel, but this test must pass for Ubuntu to accept it.
