Bug Description
We currently test for the simple cases of direct upgrades. We also need to check for bootstrapping and upgrading in more interesting ways.
Bootstrap with agent that doesn't match client
Upgrade to specific agent (both most current, and older)
Upgrade from rc* straight to newer version
Upgrade from rc* one step at a time with each inbetween version as well
^^ perhaps a combination of the above
