jujuci.py doesn't see json files for s390x

Bug Description

The s390x agent is missing from streams. We see the tgz downloaded, but we do not see the json file download. We can see the json file list un the jenkins ui.

We can see the json file and 3 other files at
http://juju-ci.vapour.ws/job/build-binary-xenial-s390x/349/

$ ../juju-ci-tools/jujuci.py list -b lastBuild build-binary-xenial-s390x '*.json'
<NOTHING>

$ ../juju-ci-tools/jujuci.py list -b lastBuild build-binary-xenial-s390x
juju-2.0-beta16-xenial-s390x.tgz
juju_2.0-beta16-0ubuntu1~16.04.1~juju1_all.deb

lastbuild is inherrently bad. Switch to s3cy.py might solve this probem.
