s3cmd introduces hangs in jobs

Bug Description

s3cmd can hang, and it can be called outside of our timeouts. The manual-deploy-trusty-ppc64 job hung for 6 hours today. last week I saw another job hang for 2 hours. In both cases, I killed the s3cmd proc to let CI retry.

Any job that uses s3cmd needs to use it with timeout, and we may also want the job to retry the s3cmd twice since this is case of the job not setting up.

Interestingly, "jujuci.py get" can also hang, and since it uses the same underlying http library, potentially for the same reason.
