bind the mouse wheel scroll to timeline zooming

Bug Description

Currently, using the mouse wheel over the timeline canvas does nothing. It would be much more useful if it actually zoomed in/out (zooming doubles function as a quick way to move around in the timeline, too).

The mouse wheel does currently scrolls through the instruments. It's likely that you just don't have enough instruments in your project to see it (you need more instruments than will fit in the window for scrolling to become necessary).

I have written down on my own private to do list that we should implement inkscape behaviour:
Regular mouse wheel scrolls up/down (current jokosher behaviour)
Shift + mouse wheel scrolls left/right
Ctril + mouse wheel zooms in and out.

For the last one there are some excellent tips here.

Well, what about making that instrument scrolling happen only when the
cursor is actually over those instruments on the left?
