[JHV 2.0] Allow toggling of mouse behavior with control key?

Bug Description
Many applications which support both dragging and rectangular region selection of images enable the user to chose the behavior by holding down the control key. Perhaps for JHV we could have the default mouse behavior be to drag the image, but then when the control key is pressed and held down, the cursor changes to the select box and that behavior is adopted.
