Fail to controller address when `master_url` config is changed

When changing the `master_url` config the charm does not remove `/var/lib/jenkins/agent.jnlp` which contains the controller config, when the service is restarted the same old configuration is used.

To work around that, I manually removed that file and restarted the service. The pre-exec command of the service downloads the file if it doesn't exist.
