When running Smoke Test with JS off, get failure - needs fixing

Bug Description

If I run the following tests: new_account_1_manual & new_account_2_email_link - I get the following error.

AssertionError: Element with id: 'recaptcha_response_field' does not exist

Since this is a Smoke test, there needs to be an automated version of these two tests that runs with JS off.

This is actually blocking all Smoke tests as in order to test we usually create a new account, but accounts cannot be created because of the No JS catcha issue.

Correction, all *Javascript off* related Smoke tests are blocked on this. Not *all* Smoke tests as my comment before indicates.
