[RFE] Fujitsu iRMC BIOS configuration

Bug Description

Currently, Fujitsu iRMC drivers do not support BIOS configuration. This proposal is intended to implement iRMC BIOS configuration to make BIOS configuration available as part of manual cleaning in iRMC drivers.

This is dependent on the generic BIOS interface work: https://bugs.launchpad.net/ironic/+bug/1712032.

This shouldn't need a spec since it is an implementation of a BIOS Interface, so I'm good with approving it.
