Bug Description
When dealing with ironic deploy in multi-tenant network, if the neutron plugins failed to switch the port vlan, there is no way to leave deploying state until ironic timeout.
API is needed to leave deploying state instead of waiting timeout.

This is a valid request, but it's going to be quite tricky to implement. During "deploying", the conductor holds a lock on the node. However, I'm not sure why we cannot get the error result from Neutron. I think this is what has to be fixed instead.
