[RFE] Make Resource Actions Discoverable

Bug Description

It is not currently possible to discover, from the REST API, what the available resource actions are for several endpoints in the REST API.

This specification describes improvements in the API for Node states (power,
provision, etc) to make it more descriptive and discoverable.
