Bug Description
As we know, nova force-delete command can delete the nova instance immediately with nova vm instances, however for our ironic baremetal instance, this not working, sitll need long time to wait on 'wait call-back' status exit.
So we need improve our ironic to support this 'force-delete' to poweroff the baremetal and restore the ironic node immediately and return to nova, in case the user want to 'kill' current bm booting immediately.
