[RFE] IPA images should use NTP to make sure the system clock is accurate

Bug Description

Inaccurate clock can lead to weird hard-to-debug things, like SSL validation errors etc. We should use NTP to sync it up and also set the hw clock.

https://review.openstack.org/#/c/361146/ solves this problem for coreos, needs to be extended for tinyipa.

Also adding tripleo as affected, since I marked https://bugs.launchpad.net/ironic/+bug/1331862 as a duplicate of this.
