Can't change owner of powered-down VM

Bug Description
If I try to change the owner of a powered-off VM from one locker to
another, even if I have enough space for the memory usage were the VM to
be powered on, I get: "We had a problem with your request: Maximum 0 MiB
for xavid-sipb". Changing the owner of a powered-on VM that uses the
same amount of RAM works fine.
