Bug Description

Daniel Siegel is asking for supporting .effects.in files like those at http://git.gnome.org/browse/gnome-video-effects/tree/effects

He has a custom rule in http://git.gnome.org/browse/gnome-video-effects/tree/effects/Makefile.am that is basically a copy of .desktop rule in intltool.m4. Similarly, so does the Totem: http://git.gnome.org/browse/totem/tree/src/plugins/pythonconsole/Makefile.am

In my opinion, we should just make it easy to "inherit" intltool provided rules, because we can't imagine supporting all extensions that people can come up with.

What about adding ini file support too? intltool-extract already supports "gettext/ini", it would be normal to expect makefile to support this too.
