[iotg][tgl-up3] System cannot boot Ubuntu from USB - just boots to GRUB shell

CID: 202104-28962
BIOS: TGLIFU1.
To install a new image, I need to boot Ubuntu from a USB drive, wipe out the device's internal storage, and copy the new image over to it.
I have used the same USB drive to do this countless times - including on this TGL-UP3 to install Ubuntu Core.
However, now that it's been reflashed, I can't. If I go into the Boot manager in the BIOS and select the USB drive, it just goes to the GRUB shell instead of actually booting.
I tried resetting the BIOS to default settings within the BIOS but it still just boots to the GRUB shell when I try the USB drive.

So this problem only happens after the BIOS has been flashed?
