Stroke width scales during resize animation, even when disabled

Bug Description

I was happy when I found the affect button "When scaling objects, scale the stroke width by the same proportion". I turned it off, then was extremely surprised that it seemed to have no effect!

Someone finally pointed out that it adjusts the stroke width once you release the resize. This was unexpected and confusing!
