Bug Description
Inkscape 0.48.2 r9819
Widows 7 x64 SP0
Steps to reproduce:
1. Open the attached svg file in Inscape.
2. Select the "W" on your screen with the Left Click.
3. Move your mouse away from the "W" and right click anywhere on the screen (as long as it isn't in the Bounding Box of the "W").
4. Now move your mouse back over the "W" and right click (the context menu from the previous right click should disappear)
5. Right click again on the "W" and a different context menu should show up.
6. Move your mouse down the list and left click on "Object Properties".
What happens:
Instead of getting the "Object Properties" window for the "W", you get it for the "i" instead.
What should happen:
The "Object Properties" window for the "W" should be the one to open instead of the one for the "i".
This has been reproducible on several different zoom levels as long as there is any item (as long as it's on a layer that isn't locked) that is touching the top left of the visible canvas. Otherwise, this bug doesn't happen.

Not reproduced with Inkscape 0.48.2 and 0.48+devel r10645 on Mac OS X 10.5.8 (i386) with default (new) preferences file.
Following the steps as described, I failed to reproduce a situation where the 'Object Properties' dialog displayed the information of the upper left 'i' object while the mouse pointer was hovering the 'W' object when opening the dialog, no matter what zoom level and whether the 'i' touched (is cut off) by the upper left edges of the visible canvas area (rulers). It also didn't make a difference whether I right-clicked (step 3) an empty canvas area outside or inside the page area, or to the left, right or above the 'W'.
The window status (maximized by window manager, as the attached document has stored): window- maximized= "1" window- maximized= "0"
inkscape:
has no influence: same results when working with the file after setting it (in an external editor) to
inkscape:
and reducing the initial window size (e.g. to 1000x750).
