Configure order of Save As... file formats

Bug Description
When using Save As... I usually have to scroll down to PDF or EPS which takes a lot of time. Also, half of the pull down menu is empty, placing important file formats outside of the screen. These can only be reached by manual scrolling of the pull down menu, which takes up too much time.
Please allow configuration to place certain file formats to the top of the list. Of course Inkscape SVG should be number 1. As for number 2 and 3 in the list of file formats, I would like to be able to set these via Inkscape Prefecences / Save. There similar pull down menus have to be present. What is selected as number 2 and 3 will result in a reordered pull down for the Save As... dialogue.
Implementing this features will increase user satisfaction as Save As... will go much faster.

Should be tracked in a separate report IMHO as it is not related to how the list of file types is sorted or configured (it is an UI issue which also occurs e.g. with the popup list of stock markers in 'Fill&Stroke > Stroke style').
