Make "rotation snaps" input in preferences a text field

Bug Description

As of Inkscape 0.48 for Windows, the "Rotation snaps every..." field in the "Steps" section of the Inkscape Preferences window is a dropdown that allows for selection from a pre-defined list of angles. It would be great if that field were freely editable to allow for rotation snaps other than the pre-defined ones.
