Option like --reuse-existing would speed up command line operations

Bug Description

I would like to speed up those command line requests to Inkscape which require a window to run by avoiding launching a new window each time.

All the operations I'm trying to script fail if I try to run headless so I have to run it with a gui. This is an understandable limitation perhaps, however currently I have to wait for a new inkscape instance to load from scratch for every file.

Having a --use-existing flag which allows the running instance of Inkscape to be controlled would be very useful here, since load and save from a previously running Inkscape window is pretty fast.

If this feature was available I would estimate the difference could be as much as 2000% speedup for what I'm trying to do.

This would be solved once verbs can be used in the already implemented shell mode.
