Bug Description
I looked for a place to request a feature but launchpad kept placing me here, I apologize for the confusion.
My feature request is this, I would like to see a floating or dock-able dialog that allow for precise placement of elements via inputting there placement as an absolute, i.e X5.125 Y3.625 and the placement is in relationship 9 predetermined selection handles lower left corner, mid left, upper left, upper center, mid center, lower center, upper right, mid right, and lower right.
This would allow for more precise placement base upon a predefined set of locations.

Object->Transform (Shift+Ctrl+M)
It doesn't have the anchor selection feature though.
