Promote/demote layer

Bug Description

It seems strange, but I don't see any UI in the Layer menu or the Layer dialog to promote or demote a layer. I ended up going into the XML editor and doing it from there. I don't know if it makes sense for the Layer menu to have those options as it might get confusing.

Could you explain what the terms 'promote layer' and 'demote layer' mean?

Demote means to make the layer a child or sublayer of another layer. Promote means to undo a demotion.
