Wacom Tablet not always recognized

Bug Description

When I first start Inkscape,Input Devices reports "No Extended Input Devices". Inkscape will respond to pen movements over the tablet but the pen buttons do not function.

If I repeatedly close/open Inkscape, the tablet will be recognized at some point if I try long enough. Sometimes it works on the second try while othertimes it takes many tries. The tablet menu will not accept tilt/wheel setting changes as this tablet doesn't support this function.

Logging off reverts the program to not recognizing the tablet.

I also have GIMP 2.2.17 installed which recognizes the tablet immediately.

Okay, I downloaded .47 last night. Before installing I launched .46 to
verify the problem was still evident. On first load, tablet wasn't
recognized but was on second launch.

I had to use Control Panel to uninstall .46 as an uninstall file was
missing. I proceded to install .47.

I launched .47 6 times and each time the table was recognized. I decided to
reboot and try again. About that time I got an error message related to the
tablet. I rebooted anyway.

Upon restart no application responded to the tablet. Another reboot resolved
that issue. I launched .47 6 times and each time the tablet was recognize in
extended devices.

Looks like the bug is gone but I noticed the first listing in the input
devices has some garbage in the Wacom name. See image below.

Note that I haven't tried to configure the tablet yet. It's late and I'm too
tired at the moment.

I have this problem on Windows build Inkscape 0.48.1 running under Windows Vista 32 bit SP2 . Wacom Bamboo Pen tablet.

Confirmed on Windows XP, Inkscape 0.47 (no input device message), 0.48.2 and trunk revision 10958 (the Input dialog only shows the core pointer).
Workaround: using the tablet before launching Inkscape unlocks the tablet detection.

Deleting preferences.xml is not helping.

Inkscape 0.48 (tried 0.49 - same problem)

PS: Gimp recognizes the tablet immediately.
