Bug Description
Allow grouping without collapsing objects to a single position in the stacking order. Effectively this would mean adding support for selection sets, e.g. collections of objects that can be selected at the same time but are not groups.

if you were interested in the solution B) instead of increasing the number of buttons so that the container can and can not move the sub to be able to work normally, would suggest:
make workable level without affecting the other sub-mode in which the sublevels are issued, and then expanded visible with the arrow pointing down
... and mode of sublevel content incorporated and therefore "not visible" with the arrow pointing to the right along with the sub-container move as a group, even allowing you to use the alignment / distribute without changing positions with each other .. . This improves the performance of inkscape without doubt fantastic!
