Inkscape should allow "bounded rectangle" layers

Bug Description
It would be nice to have layers that are confined to a particular "bounded rectangle" where everything outside the rectangle is not displayed when the SVG is rendered. This feature would be especially useful for working with icons (where each icon size is confined to a separate "bounded layer") since it would make it easier to build a nice script for working with "one canvas" icons (http://

The only difference I would suggest is making the "bounded rectangle" a clipping path. I did it by deleting the layer's "inkscape: groupmode" attribute, setting the clip path as I would for a normal group, and then restoring the "inkscape: groupmode" attribute. This might require a dialog to let the user choose a path as you don't select layers in the same manner.
