Bug Description

implement a convenient way for the author to understand and implement <svg:use>

rational
many of the svg files at openclipart & wikimedia are overweight and it is evident that the authors failed to understand the benefits of implementing use, in time saved, repurposing, filesize and end-user comprehension.

this is particularly necessary when searching for images, as either a png search method is required.
else bandwidth issues can become extreme

also categories of images are generally desirable, ie having found one weather symbol or roadsign one likes, many users would like the set. this is currently rather time consuming and difficult via either openclipart & wikimedia

The more seems to be about general shape libraries, rather than simple clones using <svg:use>

Thus it is a dup of #170059
